PURPOSE:To use instantaneously, properly plural knowledge bases basing on the state of a controlled system by extracting a difference element between a standard knowledge base and the knowledge base derived from the standard knowledge base and by storing the difference element making it relate to one of both knowledge bases. CONSTITUTION:A difference information extracting part 13 successively compares the contents 11 of a standard knowledge base with the contents 12 of a knowledge base derived from the standard one that are similar to the contents 11. Thus, the part 13 extracts the different parts between both contents 11 and 12. When a label 1C of a membership function 1 and the contents of a rule 3 are changed, the part 13 detects these changes and outputs them as a difference knowledge base 14. The contents 11 and 12 and the contents of the base 14 are related with each other and stored in a knowledge base storing/ controlling device. These knowledge bases are synthesized together when the contents of the difference knowledge base function are replaced with the corresponding part of the standard knowledge base.
