PROBLEM TO BE SOLVED: To reduce the number and the capacity of field memories and to increase the speed of picture frame and transmission format conversions. SOLUTION: Picture data received by a tuner 21 are demodulation processed in a demodulation processing section 22 and error correction processed by an error correction processing section 23. Moreover, the error correction processed picture data are transmitted to a demultiplexer section 24, demultiplexed to video and audio signals for each channel and decoded with a moving picture experts group (MPEG) 2 system in an MPEG decoding section 25. The output of the section 25 is picture frame conversion processed from the picture frame of high quality television signals being represented by highvision to the picture frame of NTSC system TV signals for example, in a picture frame conversion and transmission format conversion processing section 26, simultaneously its transmission format is converted from interlace video signals to progressive video signals or from progressive video signals to interlace video signals and outputted to a picture output device, which is not shown in the figure.
