A device for cigarette production uses a circulating endless belt 1 in which a hollow space, formed by a belt loop, for rolling up tobacco and/or other substances is provided by means of two hold-down rollers (11, 12) which, arranged on the upper side of the belt (1), press the latter down between two nip rollers (9, 10). The nip rollers (9, 10) are then brought together again, leaving a gap (16) into which the tobacco runs after it has been fed onto the belt (1). The invention permits the multilayered formation of cigarettes in radial stacking and/or axial staggering. <IMAGE>
