PURPOSE:To enhance switching frequency and miniaturize a transformer and the like easily, by fixing a connection point between the primary side of the transformer and a semiconductor switching element, to the electric potential of a casing connected to common potential. CONSTITUTION:A switching regulator controls a DC power source resulting from the full-wave rectification of an AC input power source 1 through a rectifier 2 in high-speed switching by a semiconductor switching element 4. Specified AC power output is obtained from the secondary side of its transformer 3, and is converted to direct current by a rectifying and smoothing circuit 7. The semiconductor switching element 4 is controlled by a PWM control unit 6. In this case, a connection point between the semiconductor switching element 4 and the primary side of the transformer 3 is connected to the casing 5 of the switching regulator connected to common potential. Then, switching noise is generated by a terminal on the side of an input power line 8, and can be prevented from flowing to the power output side.
