PURPOSE:To effectively prevent falsification, by carrying out a step of stamping characters, numerals or the like in an ink on a printing paper and a step of uniformly embossing the entire surface of a part for indicating the characters, numerals or the like of the printing paper, as separate steps. CONSTITUTION:An embossed pattern 9 is provided in the entire surface of a part for indicating numerals, characters or the like of a printing paper 8 by an embossing device, and thereafter the numerals, characters or the like are indicated by an ink stamper. Type faces of a stamp transfer a stamping ink onto the printing paper while pressing flat projected parts of a rugged pattern provided on the paper by embossing, whereby images corresponding to the type faces can be perfectly printed. The stamping ink penetrates into a part of the paper broken by embossing so that it can not be easily erased, and the printed images are prevented from being falsified. Alternatively, an embossed pattern is provided uniformly in the entire surface of a printed surface after printing. In that case, the printed part is located between the recessed and projected parts provided by embossing, so that the printed images can not be easily erased.
