PURPOSE:To eliminate the fluctuation of a DC component in an input data string by discriminating the number of '0' existing between two '1' among the data string so as to reset a coded output data at the time center between the '1'. CONSTITUTION:The input data string hose run length is limited is given to an input terminal 1 for data input and stored sequentially in a storage device 3 synchronously with the clock 1. When the output of the final stage of the storage device 3 is '1', a timing generator 9 resets a counter 6 and sets a flip-flop 8. Further, a code 4 checks each stage output of the storage device 3 to discriminate the number of '0' existing up to the next '1' in the data string, and the time interval up to the next '1' is outputted to a comparator 7 as a binary data. On the other hand, after the counter 6 is reset, the counter counts the 2nd clock and outputs the result (m) to the comparator 7 as a binary data. The comparator 7 compares the output (n+1) of the coder 4 with the output (m) of the counter 6 for the quantity and when the relation of m=n+1 is established, a coincidence signal is outputted to reset a flip-flop 8 at the output stage.
