PURPOSE:To always maintain steering force at a proper value corresponding to a vehicle speed by permitting a feedback abnormal fail-safe malfunction protective circuit not to operate even when the temperature in a proportional solenoid rises or the voltage in a power supply is lowered. CONSTITUTION:When an engine is started in the state of increasing a resistance value of a coil by the temperature rising in a proportional solenoid 6, namely, when the voltage in a power supply is continued in the state of abnormal lowering over a given time, as the reference voltage of an error amplifying circuit 702, corresponds to the state for stopping a car, a maximum current cannot be allowed to flow in spite of indicating the maximum current, and a feedback abnormal fail-safe operating circuit 712 is operated to output a voltage. However, as a point ''b'' against a point ''a'' is set not to drop under a given rate, a feedback abnormal fail-safe malfunction protective circuit 713 would not be operated. Whereby, it is possible to prevent malfunction of the feedback abnormal fail-safe operating circuit 712.
