A cutting device using as its cutting edge a coarse filelike face, a method for cutting a thin sheet or film by causing at least the cut-starting portion of the thin sheet or film to be pressed against the coarse file-like face of the cutting device, and a dispenser for a thin sheet or film provided with the aforementioned cutting device using said coarse file-like face as a cutting edge thereof are disclosed. A thin sheet or film is readily torn when a notch or cut is formed at the cut-starting portion of the sheet or film. The present invention makes use of this property of the thin sheet or film.
