PROBLEM TO BE SOLVED: To obtain an emulsion excellent in gas impermeability, moistureproofness and weather resistance and generating no harmful gas when burnt by including an alicylic structure-containing polymer resin comprising a predetermined amount of repeating units each having an alicyclic structure without any norbornane cyclic structure. SOLUTION: This emulsion comprises an alicyclic structure-containing polymer resin comprising >=10 pref. 30 wt.% of repeating units each having an alicyclic structure without any norbornane cyclic structure, e.g. a ring-opening copolymer hydrogen additive having a weight ratio of tetracyclo [4,4,0,12,5,17,10]- dodeca-3-en to tricyclo[4,3,0,12,5]deca-3,7-diene of 85 to 15. The other objective resin-coated base material 1 is pref. prepared by applying the emulsion to a base material 2.
