METHOD AND DEVICE FOR ENCODING PICTURE

PURPOSE:To improve the encoding efficiency by approximating the appearance probability of a minority symbol by means of sum of 2's power. CONSTITUTION:The appearance probability of a symbol of a picture signal is made approximated by means of sum of 2's power. Then the symbol appearance probability is obtained more accurately in comparison with a conventional method and the encoding efficiency is enhanced. Furthermore, the 2's power is easily obtained by bit shift operation and plural encoded parameters are obtained sequentially by a series of bit shift operations, then the encoding operation is applied with simple circuit constitution.
