PROBLEM TO BE SOLVED: To provide a method of operating a fuel cell system capable of restricting deterioration of introduction effects of a fuel cell, and to provide a fuel cell system.SOLUTION: This fuel cell system includes a fuel cell 30, and a heat storage tank 80 for storing the heat generated in the fuel cell 30; and a control device 20. The control device 20 executes an operating method including an operating process for operating based on an operation plan formed based on past demands for power and heat; and a start limiting process for inhibiting restart of the fuel cell system 1, varying from the operation plan being performed when operation is forcibly stopped, until a new operation plan is formed after the forced stop, when operation of the fuel cell system1 is forcedly stopped, deviating from to the operation plan. |
