According to the present invention, a plume-reducing cooling tower is disclosed, which comprises a housing, a filler unit, a spray nozzle unit, a discharge unit, and an exhausting unit. The discharge unit comprises: a plurality of water collection plates wherein a plurality of water collection passages are arranged on a flat surface; a discharge electrode inserted into the water collection passages to cause a corona discharge with the water collection plates; a support frame placed in an upper portion of the water collection plates, and supporting the discharge electrode to be spaced from the water collection plates; and an insulator module supporting the support frame in an internal side of the water collection plates for the water collection plates and the discharge electrode to be electrically insulated.
