PROBLEM TO BE SOLVED: To provide an ARQ(automatic repeat request) technique which uses channel resources effectively while allowing flexibility of scheduling. SOLUTION: The ARQ technique which uses channel resources effectively while allowing flexibility of scheduling is disclosed. This ARQ technique is asynchronous parallel packet transmitting technique which uses a packet identifier, a sequence identifier and a user identifier. The ARQ technique does not require that a strict timing relation exists between a parallel channel and a physical layer frame, because the identifiers show identity of the user to which a sub-packet is applied, identity of the sub-packet and sequence of the sub-packet to the user.
