PROBLEM TO BE SOLVED: To provide a ground resistance-reducing material in which a stable ground resistance value is obtained without an expert by visually confirming a useable state in operation in which a worker adds water to the ground resistance-reducing material and mixes water with the material and to provide a method for applying the ground resistance-reducing material. SOLUTION: The ground resistance-reducing material 2 comprises an electrolyte substance (e.g. sodium chloride), silicon dioxide, highly water-absorbing resin powder (e.g. isobutylene maleic anhydride polymer) in which the electrolyte substance is kept and a sparingly soluble inorganic salt substance (e.g. zinc calcium phosphite). The method for applying the ground resistance-reducing material comprises charging the ground resistance-reducing material capable of confirming the usable state by color change (to white) when mixing with water into a pipe-shaped electrode 3 and the circumference and bury the material.
