A zero padding unit (111) inserts a zero bit sequence into information bits or outputs the information bits unchanged. A first error correction code encoder (101) performs first error correction encoding for the information bits and for the zero bit sequence. A second error correction code encoder (112) performs second error correction encoding for the information bits and stores, into a frame, parity bits of second error correction code in place of the zero bit sequence inserted by the zero padding unit (111). On the other hand, if the zero padding unit (111) has output an input value unchanged, the second error correction code encoder (112) outputs the input value unchanged.
