The present invention relates to a wind banner rotating apparatus which can increase advertising effect by being rotated by the wind as being installed in a state of protruding from a side of a structure such as a street lamp or a pillar, and can minimize damage caused by friction during rotation by the wind. According to the characteristics of the present invention, the wind banner rotating apparatus includes: a base member (100) which protrudes from a side of the structure; a banner rotation shaft (200) which supports rotation of a banner shaft (10) in a state of being inserted to a lower part of the banner shaft (10) where a wind banner (20) is installed, by protruding upward from the base member (100); a rotation shaft fastening member (300) which fastens the banner rotation shaft (200) to the base member (100) separably; a banner rotation pipe (400) which supports the outer circumference of the rotated banner shaft (10) by surrounding the banner rotation shaft (200); and a rotation pipe fastening member (500) which fastens the banner rotation pipe (400) to the banner rotation shaft (200) as being separable. |
