<P>PROBLEM TO BE SOLVED: To provide an image processing system and method capable of reducing a storage space occupied by image processing, thereby increasing image processing speed. <P>SOLUTION: The image processing system according to the invention includes an image compressing device that acquires and compresses an image in accordance with predetermined compression rules to generate a compressed image file, an image dividing unit that divides the acquired image into plural image blocks on the basis of a predetermined size, an accuracy distribution unit that distributes an accuracy value of each image block on the basis of predetermined ROI positional information and accuracy value information, and an encoder that performs selecting a compression technique corresponding to the accuracy value of the image block, and separately encoding the image block to generate a compressed character string as a compressed image file.
