1. A base station in a mobile communication system having a user equipment and the base station, the base station comprising:
a processor configured to allocate a plurality of parameters related to a physical uplink control channel (PUCCH) resource used for a transmission process, between the user equipment and the base station; and a receiver configured to receive a signal sent from the user equipment, the user equipment being configured to:
perform a transmission based on transmission timing adjustment information; andif a valid term of first transmission timing adjustment information expires before transmission of a signal including identification information of the user equipment by the user equipment is performed during a connection process while the user equipment performs the connection process to the base station using the first transmission timing adjustment information:abort the connection process; andrelease a plurality but less than all of the allocated plurality of parameters related to the PUCCH resource.
