PROBLEM TO BE SOLVED: To perform appropriate transmission power control when inter-base station CA is applied.SOLUTION: A radio base station detects that transmission power of a user terminal has reached the maximum transmission power, and performs control to eliminate this situation when inter-base station CA is applied. For example, the user terminal includes: a transmission unit for transmitting an uplink physical channel to each component carrier; a power headroom generation unit for generating power headroom which is surplus transmission power of the user terminal; and a control unit for performing control so as to report the power headroom to the radio base station in response to the value of the power headroom becoming 0 or less.
