The present invention is provided with: a first power source line that is disposed between a first external terminal and the positive electrode side of an electricity storage unit; a second power source line that is disposed between a second external terminal and the negative electrode side of the electricity storage unit; a power source circuit that is connected to both the first and second power source lines, and in an operating state, supplies an output voltage to a control circuit; a power source control circuit that controls the operating state and non-operating state of the power source circuit; a first control signal generation circuit that supplies to the power source control circuit a first control signal corresponding to the transition of the external voltage imposed on the first external terminal and the second external terminal, causing the power source circuit to be an the operating state for a predetermined time; and a second control signal generation circuit that generates a second control signal that causes the power source circuit to be in a sustained operating state by means of the control circuit to which the output voltage of the power source circuit is supplied.
