<p>The present invention relates to a catalyst for oxygen reduction reaction, a fuel cell including the catalyst, and a production method of the catalyst, more specifically to: a catalyst for oxygen reduction reaction which includes a mesoporous carbon structure with structural regularity, and phosphorus atoms (P) coped on the carbon structure; a fuel cell including the catalyst; and a production method of the catalyst. A non-metal reduction catalyst can be provided by the present invention with excellent electrocatalysis activity, long-tern stability, and excellent resistance against ORR alcohol crossover. The non-metal reduction catalyst does not include expensive jewelry including Pt and other metals.
