PROBLEM TO BE SOLVED: To provide a camless engine valve opening and closing device that protects an engine from software and hardware malfunction of a control device and enhancing engine performance to an engine protection limit. SOLUTION: A safety circuit 4 outputs valve-opening and valve-closing pulse signals generated by a main control device 2 based on the optimum value to a valve-opening electromagnetic valve 604 and a valve-closing electromagnetic valve 607 when the operation of the main control device 2 is normal, outputs valve-opening and valve-closing pulse signals generated by a sub control device 3 based on a safety value to the valve-opening electromagnetic valve 604 and the valve-closing electromagnetic valve 607 when the operation of the main control device 2 is abnormal and the operation of the sub control device 3 is normal, and outputs a forcible valve closing signal to the valve-closing electromagnetic valve 607 when the operation of the main control device 2 and the operation of the sub control device 3 are abnormal.
