<p>For a system for controlling a transmission rate so as to match an actual delay amount observed of a network to a target delay amount, the transmission rate is increased as much as possible within an extent that does not cause a delay due to congestion. A transmission rate control device, which controls a transmission rate at which data are transmitted to a network by a data transmission device, controls the transmission rate such that a measured delay index that indicates an actual delay amount in the transmission of the data from the data transmission device to the network becomes close to a target delay index that indicates a target delay amount in the transmission of the data from the data transmission device to the network. The target delay index is revised on the basis of a network condition resulting from the transmission of the data to the network by the data transmission device in accordance with the controlled transmission rate.</p> |
