A shovel according to an embodiment of the present invention is provided with: a lower traveling body (1); an upper turning body (3) that is turnably mounted to the lower traveling body (1); a boom (4) having one end thereof rotatably attached on the upper rotating body (3); an arm (5) having one end thereof rotatably attached to the other end of the boom (4); a bucket (6) that is rotatably attached to the other end of the arm (5); a capacitor (19) comprising a plurality of capacitor cells (19-1 to 19-n) that are mounted to the upper turning body (3); a power storage management device (140) that equalizes the cell voltage of each of the capacitor cells (19-1 to 19-n); and a controller (30) that sends information to and receives information from the power storage management device (140). Upon detecting an abnormality related to the sending and receiving of information to and from the controller (30), the power storage management device (140) equalizes the cell voltage of each of the capacitor cells (19-1 to 19-n).
