Provided are: a separator for electric double layer capacitors, which has air permeability and a thin thickness, while maintaining strength properties; and an electric double layer capacitor which is provided with this separator. This separator for electric double layer capacitors is formed of a fiber sheet which is formed by blending 10% by mass or more (relative to 100% by mass of the fiber sheet) of a polyvinyl alcohol fiber that has a hot water dissolution temperature of lower than 100°C but higher than 85°C. This separator for electric double layer capacitors has a density within the range of 0.25-0.7 g/cm3 and a thickness within the range from 5 μm (inclusive) to 40 μm (exclusive).
