A surface-enhanced Raman scattering (SERS) element (2) is provided with: a substrate (21) having a surface (21a); a fine structure part (24) which is formed on the surface (21a) and has multiple pillars (27); and a conductor layer (23) which is formed on the fine structure part (24) and configures an optical function part (20) for generating surface-enhanced Raman scattering. The conductor layer (23) has a base part (28) formed along the surface (21a), and multiple protruding parts (29) protruding from the base part (28) at positions corresponding to the pillars (27). Multiple grooves (28a) are formed on the base part (28) so as to surround the pillars (27) when viewed from the direction in which the pillars (27) protrude. The edges (29a) of the protruding parts (29) are positioned within the corresponding groove (28a).
