PROBLEM TO BE SOLVED: To provide an activation energy curable water-based emulsion composition based on an aqueous medium, which has excellent storage stability, and with which a cured coating film with high hardness is formed, and to provide a method for easily producing the composition.SOLUTION: An activation energy curable water-based emulsion composition is formed by dispersing: a coating film forming component (A) composed of a multifunctional acrylate compound which is a (meth)acrylic acid ester of an aliphatic polyhydric alcohol or a dimer thereof and has two or more (meth)acryloyl groups; a polymerization initiator (B); and a surfactant (C) having an aromatic ring containing group and a polyalkylene oxide structure, in an aqueous medium.
