PURPOSE: A battery capacity degeneration estimating apparatus and method are provided to prevent excessive charging and excessive discharging by controlling charge and discharge capacity of a battery according to capacity degeneration, thereby improving stability of the battery. CONSTITUTION: A battery capacity degeneration estimating apparatus comprises sensing units(101,103), a memory unit(106), and a controller(105). The sensing units measure voltage and current of a battery in the predetermined charge voltage section. The memory unit stores an ampere hour value according to SOH(State Of Heart) which is obtained from an ampere hour experiment of the battery. The controller integrates a current measuring value saved in the memory units and calculates the ampere hour value. The controller estimates an SOH value by mapping the SOH value corresponding to the ampere hour value from the ampere hour value according to the SOH.
