Disclosed is an information broadcasting system (10) for broadcasting information to subscribers of the system (10). The system includes an information receiving module (20) that is configured to receive information from a monitoring authority (18) and an information transmitting module (22). The information transmitting module (22) is configured to receive the information from the information receiving module (20) and to generate a Cell Broadcast Short Message Service (CBS) message to be relayed to subscribed communications devices (28) in at least one pre-selected geographical location. The CBS message includes coded data that relates to the information. The coded data is configured to correspond with at least one information component stored on the subscribed communications devices (18) and to identify a specific group of subscribers. When subscribed communications devices (28) of the specific group receive the CBS message, the subscribed communications devices (28) generate a notification corresponding to the at least one information component.
