The invention refers to an abatable buoy for controlling and reducing speed in roads, providing safety to pedestrians and reducing the adverse affects caused by current elements such as: stops, buoys, vibrators, fords, amongst others. The invention simultaneously provides safety and comfort to drivers. The aforesaid adverse effects are: I. damages to human beings such as: retina detachment, spine, joints and stress mainly. II. Damages to land vehicles such as: Suspension, brakes, engine system, amongst others. The abatable buoy has the enough hardness to support the weight of any vehicle, it including a carcass (1) for supporting the whole mechanism, a cap abated (2) when required, a flow regulator (3), a spring (4) for returning the cap to the flat position, a cap latch (5)for maintaining the whole mechanism attached, the hydraulic liquid (6) being the element that supports the weight of the vehicle, a ring-type plastic joint (7) being used for sealing the system, also having fasteni ng grips (8).
