PROBLEM TO BE SOLVED: To flexibly call a UE10 upon arrival of packets for the UE10 in the idle state.

SOLUTION: According to a calling method of this invention, a UE10 is called when packets for the UE10 in the idle state arrive at a P-GW20. This method includes a step that an S-GW30 sets arrival type information of the packets arrived at the P-GW20 to "Downlink Data Notification" and transmits the "Downlink Data Notification" to an MME40 and an SGSN60, and a step that the MME40 and the SGSN60 judge whether the UE10 should be called or not according to the arrival type information included in the "Downlink Data Notification" from the S-GW30.
