<P>PROBLEM TO BE SOLVED: To provide a floor heating panel for reducing a thermal loss due to heat dissipation toward an underfloor portion by making a storage space in which extra length wiring is stored much narrower. <P>SOLUTION: This floor heating panel 1 is provided with: a planar heater 3; a vacuum heat insulating material 4 laid under the planar heater; and wiring 5 to be electrically connected to the adjacent floor heating panel. The wiring has an extra length section formed so as to be freely put in/out of a storage space 7 configuring a portion of a concave place in which the wiring is stored. The storage space is provided with: an extra length absorption space 8 having an extra length absorption member 80 for curving the wiring to the direction of an opening 6 formed on the end face of the panel member; and an extra length storage space 9 communicating with the opening in which the extra length section of the wiring is stored.
