Intended is to provide a gas mixing device capable of safely mixing a combustible gas containing methane or the like and a combustion-improving gas such as an oxygen-containing gas, and a synthetic gas producing apparatus utilizing the device. In the gas mixing device provided, a combustible gas containing methane or the like and a combustion-improving gas such as an oxygen-containing gas are fed from a first gas feeding portion (22a) and a second gas feeding portion (22b), respectively, to the inside of a mixing container (20). These gases are mixed within a combustible range in that container (20), and the mixture is extracted from an extracting portion (24). The mixing container (20) is so filled therein with fillers (31 to 33) for forming a multiplicity of narrow gas passages that the flow velocity of the mixed gas to flow in the container (20) may be higher than the burning velocity of the combustion between the combustible gas and combustion-improving gas.
