The water power turbine is installed in the water path. The electrolysis unit is connected to the lower part storage tank to traffic flows. The high temperature the electrolysis unit electrolyzes the water provided in the lower part storage tank. The hydrogen and oxygen of the high pressure are created. The fuel battery is connected to the discharge side of the electrolysis unit.
