PROBLEM TO BE SOLVED: To set a suitable bandwidth and transmission power per unit bandwidth. SOLUTION: A communication system includes a radio terminal 10, and a base station device 20 which wirelessly communicates with the radio terminal. The base station device includes: a setting section 28 for setting, when the base station device sets a bandwidth of a signal to be transmitted to the radio terminal from a first bandwidth to a second bandwidth narrower than the first bandwidth, transmission power per unit bandwidth of the signal to be transmitted to the radio terminal from first transmission power to second transmission power greater than the first transmission power and for setting, when the base station device sets the bandwidth from the second bandwidth to the first bandwidth, the transmission power from the second transmission power to the first transmission power. The radio terminal includes a receiving section 12 for receiving a notice of the set bandwidth and receiving a signal transmitted by the set transmission power per unit bandwidth, using the bandwidth.
