The communication controller (23) controls a communication between the device (41-43) and the device controller (22a-22c). The management unit (21) manages the device controller (22a-22c) and the communication controller (23). The monitoring unit (24) is disposed between the device controller (22a-22c) and the communication controller (23). The monitoring unit (24) formats data that is transmitted between the device controller (22a-22c) and the communication controller (23) so as to create formatted data. The monitoring unit (24) supplies the formatted data to the management unit (21).
