PURPOSE: A recommendation notice determining system, method thereof, and recommendation user determining system, and method thereof which uses link-based similarity on a blog are provided to determine a recommendation notice by applying collaborative filtering on a blog by recognizing interest of a user. CONSTITUTION: A seed post extractor(201) extracts seed post having the interest of a user based on user action. A similarity calculator(202) calculates -based similarity on a blog. A recommendation post determiner(203) determines recommendation post from a target post. The seed post extractor extracts seed post which reflects the number of actions.
