Disclosed is a mounting substrate having a functional element mounted thereon. The mounting substrate has: an insulating base body having a flat surface section and a dike section, which is provided so as to protrude from the flat surface section and partitions the flat surface section into a plurality of regions; and a conductor layer having the functional element electrically connected thereto. The conductor layer is adhered from the flat surface section of the base body to the side wall of the dike section, and the regions partitioned by means of the dike section are filled with the conductor layer.
