PROBLEM TO BE SOLVED: To provide a circuit protection element capable of stabilizing fusion characteristics. SOLUTION: The circuit protection element is provided with an insulating substrate 11, a pair of upper electrodes 12 provided at the both end parts of the insulating substrate 11; an element part 13 which is formed so as to bridge the pair of upper electrodes 12 and is connected electrically to the pair of upper electrodes 12; a base layer 14, which is provided between the element part 13 and the insulating substrate 11; and an insulating layer 15 which is provided so as to cover the element part 13. The base layer 14 is constructed of a mixture of silicon resin and a filler, having silica or alumina as a main component, with the inside hollow or density of the inside being coarse.
