PROBLEM TO BE SOLVED: To provide a virus inactivating agent for inactivating viruses even in an environment in which a protein is present. SOLUTION: The virus inactivating agent includes fine particles of a monovalent copper compound and a dispersion medium. The virus inactivating agent has extremely high antiviral properties and high antiviral properties even in an environment in which a protein is present.
