PROBLEM TO BE SOLVED: To provide an image processor capable of determining a gradation area on the basis of input image signals, selectively smoothing image signals and converting them to the image signals of a larger gradation number than the input image signals, and to provide an image processing method, a program and a display device. SOLUTION: The image processor includes: a frequency component detection part for detecting the signals of a prescribed frequency band based on the corresponding input image signals for each input image signal of N bits (N is a positive integer) for each pixel; a maximum value selection part for selecting the detection signal of the maximum detection signal for each pixel; a detected value smoothing part for smoothing the respective detection signals; a control signal generation part for generating control signals for each pixel on the basis of the smoothed detection signals; and a gradation number extension part for outputting a first output image signal of N+k bits (k is a positive integer) in which the gradation number is extended by a prescribed number for the respective input image signals on the basis of the control signals or a smoothed second output image signal of N+k bits in which the gradation number is extended by the prescribed number for each pixel.
