<P>PROBLEM TO BE SOLVED: To apply coating on a structural material with high adhesiveness in spite of low heat input. Ž<P>SOLUTION: With an electric potential difference imparted between a structural material 11 having conductivity and an electrode 12, the structural material 11 and the electrode 12 are repeatedly short-circuited to generate intermittent pulsed discharge therebetween. The metallic material of the electrode 12 is separated by this discharge, made into droplets and stuck to the surface of the structural material 11, thereby forming a coating layer 21 containing the metallic material of the electrode 12 on the surface.
