<P>PROBLEM TO BE SOLVED: To solve the problem wherein a tree bark of a needle-leaved tree like a cedar, a cypress, or the like has trouble in disposal, while in some cases the bark is crushed and processed into a state of fiber and a processed fiber resin is used as a mulching material though it has the disadvantage of not absorbing water, whereby the use is limited and much of it is disposed of. Ž<P>SOLUTION: The bark of the needle-leaved tree is crushed and processed into a state of fiber, and a water-absorbing polymer is added to it. A transpiration hardening binder is added to the processed fiber.
