A mobile terminal includes: a measurement unit which measures a travel speed of at least the local terminal and communication quality of radio communication; and a communication unit which transmits terminal information containing travel speed information and communication quality information.  A quality monitoring device (90) includes: a terminal information collection unit (901) which collects terminal information from one or more mobile terminals; a terminal information classification unit (903) which monitors the communication quality in a predetermined object area in accordance with the collected terminal information for each of travel speed ranges of the mobile terminal; and a quality analysis unit (904).
