PROBLEM TO BE SOLVED: To provide an internal combustion engine control device enabling to restart the operation of an intake valve and an exhaust valve while suppressing the deterioration of an exhaust emission control catalyst, when restoring from fuel cut. SOLUTION: During fuel cut, the control device brings the intake valve 3 and the exhaust valve 4 to rest.
