PROBLEM TO BE SOLVED: To provide a seat structure with a movable headrest for a vehicle which, in spite of a simplified structure, enables the headrest to smoothly move to the front side of the vehicle in case of a rear collision on the vehicle, and to provide a method of manufacturing an active frame used for the seat structure. SOLUTION: The headrest 3 is mounted at an upper position from a coupling position X at the active frame 20, which is connected to a seat back frame 10 and is capable of rotating in the longitudinal direction of the vehicle around the coupling position X. The active frame 20 has a lower side part 23, which extends in the horizontal direction, at a position lower than the coupling position X with seat back frame 10 and corresponding to a seated occupant's waist.
