The element has an insulation web whose independent blocks (16, 17) respectively include lamellar parts (16b, 17b) respectively with thicknesses equal to half of longitudinal dimension of a central shaft (9). The shaft is defined by transversal partitions (8) of a base structure (2). Parallelepiped parts (16a, 16b) and the lamellar parts of the blocks are respectively and longitudinally spaced with functional clearances having values equal to thicknesses of the partitions and respectively connected to each other by upper ribs (19) extending over length of the parallelepiped and lamellar parts. The base structure is made of construction material such as cement, brick and aggregate.
