A developing device and an image forming apparatus is provided to maintain picture quality by suppressing image deterioration cause including unclear phenomenon of image background of the summer season. An accommodating vessel(21) accommodates a developer including a toner to inside. A partitioning unit(23) forms a plurality of accepting chambers through the internal space compartment of the accommodating vessel. A stirring mechanism(22) moves developer through mixing in the interval of a plurality of accepting chambers. In order to come the developer supplied from reservoir close to the surface of the image maintaining body or it returns the transfer module to contact. A driving machinery(24) operates the partitioning unit.
