PROBLEM TO BE SOLVED: To provide an unlocking device which enables a reduction in cost and the miniaturization and simplification of the whole structure. SOLUTION: The unlocking device is equipped with a cylinder lock 2 which has a clutch 4 for transmitting an unlocking motion of an operating handle 3 to a door lock mechanism. The clutch 4 comprises input and output levers 4A and 4D which are turned by undergoing the unlocking motion from the operating handle 3, and input-side and output-side clutch elements 4B and 4C which are movably connected to the input and output levers 4A and 4D, respectively, and which provide a connection/disconnection between the operating handle 3 and the door lock mechanism. The input and output lever 4A and 4D are turnably held on a key plug 8, and the input-side and output-side clutch elements 4B and 4C are turnably and movably held on the key plug 8.
