In a mobile communication system, a user device includes: means for receiving a downstream control signal with a frequency of a current cell; and means for performing a cell search with a frequency different from that of the current cell during a period between the reception timings of the downstream control signals upon occurrence of a predetermined event for a different frequency measurement. When the downstream control signal reception timing interval is shorter than a threshold value than that reported from a base station device and the predetermined event for a different frequency measurement has occurred, the different frequency measurement is performed with a cycle reported from a base station device which is different from the reception timing interval. Alternatively, when a different frequency measurement indicator specified by the base station device shows a predetermined value and the predetermined event has occurred, a different frequency measurement is performed at the timing decided by the local device. When the different frequency measurement indicator shows other predetermined value, the different frequency measurement is performed at a timing specified by the base station device different from an intermittent reception cycle.
